CNSNews.com) -- At an all-day White House conference on "environmental justice," Homeland Security Secretary Janet Napolitano announced that her department is creating a new task force to battle the effects of climate change on domestic security operations.
Speaking at the first White House Forum on Environmental Justice on Thursday, Napolitano discussed the initial findings of the department’s recently created "Climate Change and Adaptation Task Force."
Napolitano explained that the task force was charged with “identifying and assessing the impact that climate change could have on the missions and operations of the Department of Homeland Security.”
According to the former Arizona governor, the task force would address specific questions, including:
“How will FEMA work with state and local partners to plan for increased flooding or wildfire or hurricane activity that is more serious than we’ve seen before? What assistance can the Coast Guard bring to bear to assist remote villages in, for example, Alaska which already have been negatively affected by changes up in the Arctic?”
The findings from the Homeland Security Department (DHS) also asked: “(H)ow can we focus on how climate change is going to affect our rural citizenry including those who live along our boarders both northern and southern?”
Napolitano did not elaborate on the new task force and the Department of Homeland Security has yet to respond to requests by CNSNews.com for additional information on the task force.
The conference did not define “environmental justice,” and the only reference to the task force that can be found is on the DHS Web site. The June 2010 Department of Homeland Security Strategic Sustainability Performance Plan states “climate change has the potential to accelerate and intensify extreme weather events which threaten the nation’s sustainability and security.”
This plan also noted: “Many USCG [Coast Guard] and Customs and Border Protection facilities, by their mission, are located in the coastal zone which will be adversely impacted by sea level rise. Costs will increase for protecting existing facilities from the impacts of sea level rise and some facilities might have to be abandoned in the longer term.”
The all day White House Forum on Environmental Justice also included talks by White House Council on Environmental Quality Chair Nancy Sutley, EPA Administrator Lisa P. Jackson, Attorney General Eric Holder, Secretary of the Interior Ken Salazar, Secretary of Labor Hilda Solis, and Secretary of Health and Human Services Kathleen Sebelius.
Ok, so "Environmental Justice", now? (and and look! there's the new catchphrase to watch for.. Every liberal rag has now written this down in their moldy notebooks to use over and over and over again.)

First lady Michelle Obama appears to have violated Illinois law -- when she engaged in political discussion at a polling place!
The drama began after Mrs. Obama stopped off at the Martin Luther King Center on the south side of Chicago to cast an early vote.
After finishing at the machine, Obama went back to the desk and handed in her voting key.
She let voters including electrician Dennis Campbell, 56, take some photos.
"She was telling me how important it was to vote to keep her husband's agenda going," Campbell said.
According to a pool reporter from the CHICAGO SUN-TIMES at the scene, the conversation took place INSIDE the voting center, not far from the booths.
Illinois state law -- Sec. 17-29 (a) -- states: "No judge of election, pollwatcher, or other person shall, at any primary or election, do any electioneering or soliciting of votes or engage in any political discussion within any polling place [or] within 100 feet of any polling place."
A top Ilinois State Board of Elections official tells the DRUDGE REPORT that Mrs. Obama -- a Harvard-educated lawyer -- may have simply been ignorant of the law and thus violated it unintentionally.
"You kind of have to drop the standard for the first lady, right?" the official explained late Thursday. "I mean, she's pretty well liked and probably doesn't know what she's doing."
WHITE HOUSE DEFENDS ELECTIONEERING
When questioned about the brazen nature of Mrs. Obama's campaigning, press secretary Robert Gibbs defended the action.
"I don't think it would be much to imagine, the First Lady might support her husband's agenda," Gibbs smiled.
Yeah, I get it Mr. Gibbs! Haha! Of course! She's the First Lady! Of course she wouldn't be held to the same standard and anyone one with any shred of conservative christian morals would be. Right! Yeah... that's.... um.... funny. No, wait.
Can you imagine if the former first lady Laura Bush or any republican was caught doing this? The firestorm would be unimaginable! That's the insanity of the left. We can do whatever we want because our agenda comes first and the end justifies the means. Yikes. Somethings inconvenient? Toss it out! Scandal? Yeah, well its Bush's fault you know! Bah!

Anyway, November is coming soon folks and I guess we will see if enough people have woken up yet and I have high hopes! However, lets keep this in perspective. When all is said and done, and November has come and gone we need to remember that while its awsome and blessed to have the Godly is office its not politicians that will save us. Only an awakening to God will save this nation. Anyone thats read the end of the book knows that in the end, we win!
Yes, America is in big trouble, but you know what, the Blood was shed on the Cross for the people of this nation and no matter how the devil revisionists try to erase it, America was founded on the Christian princials of the Bible! Remember to pray and thank GOD you live in a free nation. America IS a Christian Nation and always will be. Growl all you like Libs... No matter how November goes. You lose. Only Clinton can go to Israel....or not.
As a nation we continue to insult, slander, downtrod, and basically curse our only ally in the Middle East. In the latest of bizarrely ignorant moves by our Government (Which in no way represents me or my House, Praise the Lord!) Hillary Clinton slams into Israel for it's continuing of building in their own Capitol of Jerusalem.
Once up on a time, in a galaxy far far away, she spoke up and proclaimed that Jerusalem must never be questioned as the Capitol of Israel.

OR (and perhaps more likely).... being the ultimate politician she saw which way the wind was blowing and changed the message. I don't think either option is unreasonable.
Hillary today? Jerusalem is a "Settlement" apparently full of illegal squatter Jews who need to give everything up to the reasonable Muslims who are more than willing to work with them if only they would give give give.

The pressure is an apparent response to an impasse in talks between Israel and the PA, which has refused to hold direct negotiations. It is in direct contradiction to Obama's recent remarks about not continuing to concentrate on the Middle East, since he sees no progress after all the U.S. efforts to start talks.
Clinton spoke Thursday at the opening of the S. Daniel Abraham Center for Middle East Peace think tank. While she called for the PA, led by Mahmoud Abbas, to end its incitement against Israel, she had a number of steps for Israel to take.
"We encourage Israel to continue building momentum toward a comprehensive peace by demonstrating respect for the legitimate aspirations of the Palestinians, stopping settlement activity and addressing the humanitarian needs in Gaza,” she said. “And to refrain from unilateral statements and actions that could undermine trust or risk prejudicing the outcome of talks.”
Israel must strengthen the PA and the PLO in order to counter Hamas, Clinton said. “Israel can and should do more to support the Palestinian Authority's efforts to build credible institutions and deliver results,” she argued.
Clinton praised Abbas's work in the PA, but said that if Abbas is seen as unable to get results, “there is no doubt his support will fade and Palestinians will turn to alternatives – including Hamas.”
As Israel has halted construction in Judea and Samaria's Jewish communities, Clinton's reference to “settlement activity” was apparently in regard to the construction of Jewish homes in Jerusalem. Israel's capital city was split in 1949 as Jordan seized half the city, and reunited in 1967 during the Six Day War.
Israel has declared united Jerusalem as its capital. The PA has demanded that those areas that were under Jordanian control for 18 years be given to the PA as the capital of a future Arab state.
When Clinton served as senator of New York she supported Israel's position, stating that Jerusalem's status as Israel's undivided capital “must never be questioned.” However, since her appointment as President Barack Obama's secretary of state, Clinton has changed her position in favor of the PA, and recently called the construction of housing in the Jewish neighborhood of Ramat Shlomo “insulting”.
Following the Obama administration's insistence that Israel cease construction in much of Jerusalem, the PA took up the same demand and PA leaders have now stated that they will not hold direct talks with Israel as long as Jews are allowed to build in areas once under Jordanian control – including historically Jewish neighborhoods such as the Old City."

What would life in an American city look like if it required its residents go green to combat climate change? Would it be all trees and gardens and bicycles, or would it look more like oppression under Big Brother's green thumb?
Cambridge, Mass., home of Harvard University, may be giving the country a glimpse of the answer.
Last May, the city officially adopted an order recognizing that there is a climate emergency; but after nearly a year, officials discovered the city's carbon footprint was nonetheless growing worse.
Cambridge Mayor Denise Simmons, therefore, brought together nearly 100 activists and concerned citizens under the endorsement of the city council to convene a "Climate Congress" to make recommendations on how Cambridge can meet its green goals.
The official report of the Climate Congress provides a sneak peek at how life in Cambridge may be about to dramatically change.
"This emergency is created by the growth of local greenhouse gas emissions despite the urgent warnings of climate scientists that substantial reductions are needed in order to reduce the risk of disastrous changes to our climate," the Climate Congress reports. "This proposal is made in the belief that an effective local response is, if anything, made more urgent by so far inadequate global agreements and federal policies for emissions reductions. It is made in the belief that our City should lead by example."

Leading by example comes with many suggestions, including dozens of incentives and subsidies for "going green," along with dozens of taxes and penalties for parking, driving SUVs and even using paper and plastic bags at retailers. It also includes several ideas for new restrictions and ratings systems, including posting street signs that advertise a residence's utility bills, banning cars from shopping areas and even requiring restaurants and schools to observe "Meatless or Vegan Mondays."
"It has become clear to me that Cambridge needs to do more," Mayor Simmons told the Cambridge Chronicle. "We can and should be a leader in regional and national efforts to protect the climate. The City Council has already taken some important first steps to recognize the great urgency of this situation."
In September the City Council held a meeting to hear from four scientists about "climate change" and were convinced the city needed to get proactive.
"Their testimony made a compelling case for action at all levels to respond to the climate emergency," Simmons said.
The Climate Congress proposed many environmentally-friendly programs and changes, including the following:
Building infrastructure for recharging electric cars
Providing citizens and businesses with 100-percent renewable energy within 20 years
Tax breaks for landlords to make efficiency upgrades
Contests between neighborhoods for climate prizes
Dozens of workshops, training seminars and even potlucks to teach citizens how to "go green"
New bike paths, gardens, parks and protected urban forests
A "solar census" to alert property owners of opportunities to capture sun power
Subsidies, grants, no-interest loans, internships and incentives in several proposed environmental programs.
To make those changes a reality, the Congress also suggested a number of new taxes and fee increases:
A carbon tax, perhaps in the form of a supplementary property tax
Taxing paper and plastic bags at retailers
Taxing car owners through "congestion pricing" on heavily trafficked roads
Higher parking meter rates, fines on parking tickets, residential parking permit fees and an extra tax on "SUVs and other gas-guzzling vehicles."
Finally, the Congress proposed a number of new regulations and restrictions, including the following:
Encouraging building owners to turn off the heat or cooling in the spring and fall
Rating rental units, allowing greener apartments to rent for more
Street signs posting residents' yearly energy bills, so more efficient homeowners can publicly boast of their savings
New mandates for efficiency in building codes on individual units and developments
Reducing or eliminating curbside parking to compel people to walk or bicycle
Banning cars from shopping centers
Zoning ordinances protecting trees from being cut down, whether on public or private property
Mandates requiring grocers to carry locally grown or produced food options
"Environmental disincentives" against eating meat
Mandating restaurants and schools have "Meatless or Vegan Mondays"
Banning meat from meals provided to the City Council and limiting the amounts of dairy served.
How Cambridge residents will receive this redefinition of life in their city remains to be seen, and none of the proposals have yet been approved by the City Council itself, but opinions on the Climate Congress are already divided.
Richard Rood, a professor of atmospheric, oceanic and space sciences at the University of Michigan, told Fox News he supports several of the measures, such as turning off heat and cooling in the spring and fall, advocating vegetarianism and taking the initiative on a carbon tax, especially if the idea spreads.
"In general, if you look at how policy develops, it often starts on regional and local scales and then advances forward," he said. "Cambridge is full of really smart people, so you know, it has the potential."
Dr. Ken Green, a resident scholar on environment and energy at the American Enterprise Institute, however, told Fox News the multitude of taxes and fees would hit residents from too many directions at once.
"That's just a revenue-raiser for the city," said Green. "There's an overall incoherence of having a carbon tax and three or four indirect taxes."
He continued, "If they do the [carbon] tax, they should get rid of almost all of the other things. … If you had your carbon tax, you don't need your congestion pricing because people are already paying the tax in their gasoline."
Green also said some of the new regulations were as "heavy-handed as government can get."
The Climate Congress, which has met twice already, is planning yet a third summit to finalize its recommendations to city officials.
City Councilor Sam Seidel told Fox News it will take a joint effort of city government and individuals taking ownership to make any of the changes a reality.
"The challenge in broadest terms is to figure out what makes sense, what's doable, but all of that in the context of how much ground we have to cover," he said. "We have to be realistic on what we're going to be able to accomplish."
And nothing is more realistic then setting policies on a problem that doesn't exist.
If these things go through there's going to be a sudden shortage of Penske and U-haul trucks in the Cambridge Massachusetts area.

Cambridge, Mass., home of Harvard University, may be giving the country a glimpse of the answer.
Last May, the city officially adopted an order recognizing that there is a climate emergency; but after nearly a year, officials discovered the city's carbon footprint was nonetheless growing worse.
